Should sales of non-native aquatic pets be more tightly regulated?

Background

Abandoned non-native species such as red-eared sliders keep turning up in rivers and harming local wildlife, so some want restrictions starting at the point of sale. Others argue most keepers are responsible, and pre-purchase education, registration and rehoming programmes would be more practical than bans. Everyone agrees that releasing pets into the wild is never acceptable.
